Confirmed, in gutsy x86-64.

As a workaround, until a fix appears, you can use the iwtools, although this is far from elegant ...

sudo iwlist scan
sudo iwconfig wlan0 essid <networkname>
sudo dhclient wlan0

I'm also using iwconfig/dhclient as a workaround. I just wanted to confirm that this happens in the generic 32-bit i686 kernel, not just amd64.

I would like to add that the package version I am having a problem with is 1:0.2ubuntu1-0ubuntu3.

I have temporarily solved the problem by downloading and installing version 1:0.2ubuntu1-0ubuntu1 from:
http://archive.ubuntu.com/ubuntu/pool/main/k/knetworkmanager/network-manager-kde_0.2ubuntu1-0ubuntu1_i386.deb

I can confirm this, too. I've used a similar workaround as gomek, but on amd64.

I can confirm this on gutsy i386 with the current updates. It seems that the knetworkmanager package has been deprecated in favor network-manager-kde, and after the last update, knetworkmanager was uninstalled with network-manager-kde installed instead, but the latter package has no executables listed when I run dpkg -c network-manager-kde_1%3a0.2ubuntu1-0ubuntu3_i386.deb. End result: no knetworkmanager application installed.

Confirmed for i386 gutsy. I downgraded to have an executable until this is fixed.

Seconded on i386. I don't quite see what the update which caused this bug was trying to achieve. Perhaps network-manager-kde should be taken offline until it has the basic things needed (such as an executable) to be in a form worth testing.

Oh, and most people will need to insert another line in Christian's workaround:

sudo iwlist scan
sudo iwconfig wlan0 essid <networkname>
sudo iwconfig wlan0 key <your WEP key as a horrendous 26-digit hexadecimal number>
sudo dhclient wlan0

Same here on i386. Downgrading to 1:0.2ubuntu1-0ubuntu1 also fixes the problem.
Before that, if I entered "knetworkmanager" from command line, the answer was that it was not installed and suggested to do a "sudo apt-get install knetworkmanager". The answer to this it was that I already had the last (buggy) version.
