Cannot scroll down the list of apps that can access my location

Bug Description
Steps to reproduce:
1. Go to System Settings > Security & Privacy > Location access
2. See a long list of apps that doesn't fit the screen
Expected:
- I can scroll down to see all accounts listed
Actual:
- No scrolling is possible, so I can't see all apps which access location

This is very user visible and makes the feature unusable except for the few apps that are shown. Raising priority to 'high' with 'rtm14' (feel free to adjust, but this needs to be fixed in ota).
