Setting wsrep_provider to its current value breaks cluster

Bug Description

If wsrep_provider is set to the value it already has, cluster breaks and begins to return "Unknown command". Seppo reports that setting wsrep_provider clears wsrep_cluster_address, which I think should not happen, or at least should not happen when wsrep_provider is not actually changed.

A customer can put wsrep_provider in a script and run it, expecting it to be idempotent.
