Evergreen client "Get Help with Evergreen" link 404

Evergreen 2.6.3

Just noticed that the "Get Help with Evergreen" on the client splash page links to http://evergreen-ils.org/communicate.php which gives a 404 error.

It would be nice if that URL could be setup to redirect to the intended page so the link works for existing users.

Fixed the link so it goes to the communicate page.

It would still be nice if an alias/redirect was added to the website so that the old link also works.

Fixed another old link in the server_upgrade section that pointed to evergreen-ils/downloads.php which is now evergreen-ils/egdownloads/

These fixes should be pushed to 2.5, 2.6 and 2.7.

Included in same pull request.
