Bug Description

The requirement is now for all Cinder drivers to have a CI, but XenAPINFS does not have one.

    Remove XenAPI driver

    The XenAPI driver does not have known users and does not meet
    the minimum requirements for Cinder drivers.

    This patch removes the driver from the tree.
