tempest baremetal API tests fail against ironic stable/icehouse

Baremetal API tests no longer pass against stable/icehouse branch of Ironic:

test_get_console[gate,smoke] fail
test_get_node_boot_device[gate,smoke] fail
test_get_node_supported_boot_devices[gate,smoke] fail
test_set_console_mode[gate,smoke] fail
test_set_node_boot_device[gate,smoke] fail

Boot device API tests fail because this feature was added in Juno. Tempest tests were added later but do not provide any mechanism for skipping if this feature is unavailable.

test_get_console + test_set_console_mode fail because of an API change made @ https://review.openstack.org/#/c/87760/

Since we are not actively releasing stable updates from the stable/icehouse branch and maintaining it on a best-effort basis, I propose we drop the Tempest coverage from stable/icehouse and focus on making sure stable/juno stays in good shape moving forward.

Indeed, I think we could drop tempest from icehouse and pay more attention on future releases to make sure we don't have to do it again

I agree with Lucas. I a minimum I feel its not HIGH priority.
