Ubuntu/Debian always includes the Gutenprint stable release (5.0.x at this moment) while Gutenprint 5.1.x still is a development release (that will become the stable Gutenprint 5.2.x release).
There is also a Debian bug report about this (see bugwatch) which has some rationale about why including a development release is not a good idea.
