[systest] In 'ha_neutron_destructive' test smiles count should equal to 14 if Neutron is used for networking

Bug Description

If we use Neutron for cluster deployment in 'ha_neutron_destructive' test we should expect 14 Nova services enabled on cloud nodes instead of 16, because nova-network is unused:

    Don't expect nova-network is up if Neutron is used

    If we use Neutron as network provider for OpenStack
    cloud, nova-network service is not enabled on compute
    nodes, so we should expect 14 Nova services are running
    instead of 16.
