Include netcat in bootstrap image

I recently had to determine whether there was a packet filter / access list in place since network verification failed on web interface and I wanted to make sure that a UDP datagram would make it if I sent it out manually on the correct VLAN. Netcat would provide a simple way to test this and is invaluable in debugging networking, similar to tcpdump, tcptraceroute, and other tools.

Please include the package "netcat-openbsd" in the bootstrap image to make this easier.
