Bug Description
Our documentation on deploying ironic with devstack [1] mentions Ubuntu 12.04, but Ironic needs Ubuntu 14.04 (trusty). The documentation should be updated to reflect this.

Devstack+ironic no longer gets run on 12.04 anywhere in the upstream CI gate. This means its bitrotting. This is causing confusion for users who are still attempting to run this on 12.04 and finding that some packages are unavailable. Some of these packages (docker.io) were added as part of the IPA work, but this was all targetted toward running on the 14.04 devstack slaves. Best to just drop support of 12.04 and point users to an environment that matches what we are testing / dev'ing against.
This also removes the requirement to setup cloud archive access, since the newer packages we depended on in the past are all available in Trusty.
