Bug Description

Hi,

I got a bug report from a Debian user (see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=439932).

It looks like the conversion from older settings.ini to the new configuration file format fails in some cases. More specifically, if settings.ini contains a "tab_placement" configuration directive with a value like "Top", then config_convert.py fails since it expects "tab_placement" to contain an integer value.

I'm not sure my diagnostic is 100% correct, though.

For the record, 0.3 will have a settings upgrade mechanism. The particular bug mentioned in this report is a wontfix, but at least we shouldn't have this class of bugs anymore.
