trust-store dialog (location) not asked on the first boot after a clean flash

After first boot (wizard and etc), try opening the camera-app and you'll see that the trust-store dialog will not show up to the screen and the user is able to use the app.
Dialog shows up after rebooting it though, so it seems to be a first-boot specific issue.
