Steps to Reproduce:
1. Deploy Ha environemnt os Centos with Nova vlan:
2 controlelrs + 1 controller with cinder
1 compute + 1 compute with cinder

2. As soons as deployment is ready - run ostf
3. Down management interface on primary controller
4. Run ostf

Expected Result:
some ostf tests may failed, but it should fail with descriptive message

Actual result:
Test for snapshot fails wihtout message

So we need to add propper client exception handler and notifu users whants happenes with descriptive message

    Catch client exception from nova in check_image

    Ostf tests for check snapshots failed without
    message if client excaption was happened
    Catch exception and raise self.fail with descriptive message
