Unable to add items to the system menu

Bug Description
I no longer appear to be able to add icons to the Applications menu via the GUI,
so I am stuck with adding shutcuts and custom applications in my already
cluttered panels or on the desktop.
This is sucky from a usability POV, as it means I have two places to look for
applications (the system menu, and this other place).
