Storwize_SVC Create volume will always be failed if set the type with capabilities:replication="<is> False"

Test Step:
1. Create type-1 with backend Pool-1, and set the capabilities:replication="<is> False"
2. Create volume with type-1
3. The volume create will always be failed.
4. Check the cinder log, it was found:

As I wrote in the comment of the patch, this is not a Storwize bug, nor is it a bug at all - this is the expected behavior. There may be a documentation problem, but this is how the code should work.
