Error message 1333 does not report correct username

Bug Description

The function CatUser::getEffectiveUserName returns error 1333 if a username associated with the userID was not found. For example: User <username> does not exist. This is the incorrect message.

Should report the error:
ERROR: 20235 Error returned while converting user ID to username, status: <error returned> userid: <userID>
There are a couple of places in this code that have the same issue. Also change misspelled words in the header of this method.
