[juno] cinder is broken on centos

Deploy simple environment: centos with nova. Add 1 controller with or without cinder role. Deploy successful. But cinder doesn't response on any request from console. Also it process uses all cpu.

Try to run cinder from cli:
service openstack-cinder-api stop

/usr/bin/python /usr/bin/cinder-api --config-file /usr/share/cinder/cinder-dist.conf --config-file /etc/cinder/cinder.conf --logfile /var/log/cinder/api.log

Errors:

There are a lot of such runtime erros.

Snapshot is attached. Node-2 is centos environment with controller only (without cinder role), node-4 is centos env with controller+cinder.

Note: the same deploy on Ubuntu is Ok. cinder-api works correctly. Configuration files on centos and ubuntu are identical.
