Pollsters don't work when service types are changed from default to other

Pollsters don't work when service types are changed from default to other.

Target pollsters (current understanding):
 - ceilometer/network/floatingip.py
 - ceilometer/energy/kwapi.py
 - ceilometer/image/glance.py

This behavior was found on the swift pollster as the following bug report first.
https://bugs.launchpad.net/ceilometer/+bug/1353356

In the review process for above, it is recognized that this behavior
will be happened on other pollsters and should be fixed so this bug
report covers all pollsters except swift's one.

All pollsters work correctly even if service types are changed.

I would like to have this bug if possible.

can we fix this as part of the other bug? seems like it would be similar patch.
