cinder create allows only spaces as display-name

Bug Description
When create volume and specify volume display-name with just spaces, it allows it.
cinder create 1 --display-name=" "
create volume should not allow only spaces display name.
Same applies to
cinder snapshot create
cinder snapshot-rename
