Bug Description
When we merge a change into a MOS component, the package for the component may fail to build. As a result, the change does not make into mirrors. For example fix from the following CR

failed to package in CentOS and will be missing in 5.1 release for that OS.
We need CI to send notifications each time packaging fails on merge. The notifications must be sent to osci team and mos-engineering alias.
