mongodb build disables scripting instead of using libmozjs

Bug Description

I'm unsure why disabling scripting was chosen in favor of using SpiderMonkey (usesm). I can understand that maybe some architectures have no java scripting engine, but the patch (0001-Add-option-to-disable-javascript.patch) removes the option to use SpiderMonkey altogether.

I think the patch in question needs to be rewritten so that some architectures can usesm (e.g. powerpc) and others can disable scripting altogether (arm64).

libmozjs was removed in 2.6 which is what we have in utopic.

Michaels comment in #1 is why we did not use spidermonkey.
