Gala not responding when windows are near top of screen

Bug Description

The minimize, maximize and close buttons don't work in gala (0.1.0, Freya Beta 1) when the window is near the top of the screen. This means a maximized window has to be dragged off the top of the screen until its about 1/2 inch from the top before you can close or minimize it.

I have a minimize "hot-spot" that works. I'm pretty sure this worked when I first installed it and may have broken during an update.

This may be a duplicate of bug #1361393.

Also, I have a clue as to what is going on. I think the area that is unclickable is exactly the area that a notification takes up. If there is no notification yet, no bug. 1 notify and I get a smaller area that won't work. Two notifications on screen and a larger area is unclickable. It's as if the system thinks that the notification is still on the screen and isn't passing the clicks to my window's toolbar. I can't prove this is what is going on, but this is consistent with what I'm seeing and with what the user reports in #1361393.

Other users are reporting problems with full-screen windows and such, so this may be a more widespread bug and people just don't know how to report it. I know I had a hard time finding this to add a comment - I had to to check my email.
