Take canvas selection into account when adding selection set

Bug Description
In Experimental, the ability to add selection sets has been added. If there is already a selection on canvas it should automatically be added to the selection set when it is added to the document. Currently you have to create the selection set and then click to add the selection to it. In summary, it should be 1 click, not 2 if a selection exists.
