Bug Description
Snapshots created from bootable volumes can no longer be booted, since the Launch as Instance action no longer eppears on the project -> volumes volume snapshots tab.
How to reproduce:
1. Go to project -> volumes
2. Create volume, using a source of Image, and select the cirros image (or any other bootable image)
3. After the new (bootable) volume is created, use Create Snapshot to create a snapshot.
4. In the snapshot tab, the newly created snapshot will NOT have a "Launch as Instance" action
Snapshots of bootable volumes should be launchable, and this functionality used to work.

rebase with master today...the unit tests error is gone, but the launch as instance action is still missing. Will update the title and description to reflect the change.
