document is not generated properly in gate-django_openstack_auth-docs job.
For example: http://docs-draft.openstack.org/73/118773/1/check/gate-django_openstack_auth-docs/90dab6f/doc/build/html/ref/user.html

We need to set DJANGO_SETTINGS_MODULE environment variable.
