Opening an app switches to another workspace

Bug Description
#To reproduce:
- Open an app in workspace #1
- Switch to a new or existing workspace
- Try to open the same app in workspace #2
- You are now switched back to #1, where the app is shown
Also, apps open in other workspaces show as running/minimized in Plank on the current workspace.
#Workaround:
Open a new instance/window of the app. That one will stay in #2
I think this behaviour kills the notion of separate workspaces, designed to switch between completely different worlds.

It sounds like you've described the correct function of workspaces, but you're really wanting something like KDE Activities? (I maybe wrong on that one), but a sand-boxed space you can switch between.
Generally I would find it annoying to have multiple instances of apps per workspaces as I would use them to spread my work out (Gimp on one workspace, reference material on another, etc..) and switch between them as a part of my workflow via plank.
I wouldn't dedicate each workspace to a sandboxed arena per-say, where all apps should run separately form other workspaces, thats not really the way traditional desktops or eOS work.
The only exception to that I would think is Files. Which should be able to easily open multiple instances on any workspace.
