unit test docs missing steps

mongo and libmysqlclient-dev should be included as a requirement to run unit tests. specifically here: http://docs.openstack.org/developer/ceilometer/contributing/source.html#running-the-tests

As said in the review (https://review.openstack.org/#/c/127634/1) I *really* don't recommend you, Nelly, reassigning already assigned bugs (especially without communication about it with Lena, ho was primary assignee here). I' m ok if you'll finish it, but please make sure that in future you're assigning only 'free' bugs or blueprints (or at least, make sure primary assignee is ok with your actions).

    Edit docs for docs.opentack.org/developer/

    Add missed steps in the installation process for running tests.
    Mongodb and libmysqlclient-dev packages need to be installed for
    Ubuntu12.04 and mongodb and mariadb-devel.x86_64 (or .i386)
    need to be installed on Fedora20.

    This information has been added to:
    doc/source/contriburing/source.rst.
