VIEW_ZIP_DATA Permission no longer used, can be removed

Bug Description

I just noticed that the only check for VIEW_ZIP_DATA was removed in commit d2ce70810a23a23513e7fc830bd9588095d299df in 2006, but it is still added to new systems as a permission and is referenced in the following SQL files.
Open-ILS/src/sql/Pg/upgrade/0026.data.reserve_perm_list_id_range.sql
Open-ILS/src/sql/Pg/upgrade/0542.data.perm-list.misc-cat.sql

The commented out auth check code was removed in commit bb222e7580187965e3e722a76505ee634beb5987.

Since VIEW_ZIP_DATA isn't used anywhere, maybe the list of default permissions can be reduced by one.

Lets mark this as won't fix, since there is a bug about moving the address zip data to the database and adding a UI for it, which might use this permission eventually.
