Bug Description

Steps to Reproduce:
1. Install Ubuntu 14.04 and boot into OS.
2. Press F1 function key to launch Ubuntu desktop Guide.
3. View the user guide.
4. Found a part of content and steps of ubuntu Desktop Guide show English instead of Chinese traditional.

I believe this is the gnome-user-guide - translations are incomplete?
