Some core/system apps do not start when launched from Apps scope

Bug Description
I have image #234 on a Nexus 4 and #231 on a Nexus 7 both with Gallery app v2.9.1.1049 installed and neither device can start the app. I only receive the following in the application's log:

So far I have noted that this occurs with the following apps, if they are launched from the Apps scope:
Camera
Calendar
File Manager
Gallery
Music
Terminal
So this bug seems to be more of a platform issue. Could someone please triage accordingly?
