Missing API documentation for orchestration resource signal

Ah, I was thinking of sorting this recently, and also writing a blog post which can potentially be refactored into some user docs explaining how signalling works.

I'll take the api-site update and post the blog link here when it's done, then we can potentially work on some user-guide additions.
