Bug Description
R1.10 34
Create a Vn (10.1.1.0/24)
addr_from_start attribute of the VN object in API Server is set to true
Update the VN in Contrail UI ( ex: set shared to be True)
addr_from_start attribute is set to False
Create a VM
The VM will be assigned 10.1.1.254
