Bug Description

It looks like the change I6910b55de8c3b203560d75ff3d1675eda31ae786 might have broken the `test_scrubber_with_metadata_enc` test since now `ScrubberFileQueue` is never called.

I am not able to reproduce this bug in my environment.

When I ran the the test_scrubber.py alone then 3 tests are failing with error 500 while deleting the image, but when I run the entire functional test suit then these tests are passing. By looking at the test logs, the test is failing with error MissingCredentialError: Missing required credential: username.
