a preserved transform in a group can cause a discrepancy between the size reported by Select tool versus Rectangle tool.

- Windows XP
- tested on rev 13544 and rev 13546.
- the attached file has default units of px.
- There is a preserved transform scale of 0.5 in the layer group.
- the Select tool F1 reports the size of the rectangle as being 50.5 px (actually 50 without the stroke)
- the Rectangle tool F4 reports the size as being 100 px.
- in this case I believe the Select tool F1 is correct.
