[notifications] Clicking on system image update notification doesn't open settings (other than the cog)

Bug Description

Using the rtm-17 image on krillin, when system updates are available the indicator-messages includes an entry stating that you can click to open the ui, but clicking doesn't to anything

Indeed, it does when you tap on the cog in top right corner...

I don't have a notification at the moment, but I think the system update ones don't have the top right cog icon (I couldn't find any corner/icon reacting to taps). That works for e.g sms though

I had one (actually... more than one) before replying and checked that
it's there and works.

ok, I guess I just overlooked it then ... (the icons on the left are bigger and I probably tried to tap on those), in any case not obvious/matching the description

Yeah, more than that the icon on the right is almost invisible (grey on grey).
