RMS processes fail to start if insufficient huge pages

RMS is configured to use huge pages for the shared segment when run on a cluster. On Trafodion, in nid 0, there are not sufficient huge pages for RMS to use. RMS will not load on nid 0 in this case. In contrast, cloudera and the monitor will tolerate this condition, and use non-huge pages instead.

    Allow RMS shared segment without huge pages

    This change allows creation and use of the RMS shared
    memory segment in cases where huge pages are not available.
    If huge pages are available, RMS will use them as before
    this change.
