Create volume from volume snapshot does not work if volume type is specified

Bug Description
Login to DevStack as Admin :
1. Create the volume type
2. Create the volume "test" ( No Volume Type)
3. Create the volume snapshot "test" from volume "test" (No Volume Type)
4. Go to snapshots and Create the volume from volume snapshot "test", this time select the volume type
5. Observe that unable to Create volume is displayed.

Bug also occurs when creating a volume from a existing volume.

When creating a volume from a snapshot, cinder requires the derived volume's type to match the snapshot's if it is supplied; if it is omitted, then it works properly. The volume type selection should be hidden when creating a volume from a snapshot.
