Improve empty folder state by making use of symbolic icon

Bug Description

The empty folder state of Files could be improved by making more use of the empty space by adding an image. I recommend using "folder-symbolic.svg" as the image resource (sized to 128px) and centred of course –see attached mockup for more details.
