bootloader import code goes directly to archive.ubuntu.com rather than the configured archive

Bug Description

I'm testing installing MAAS in an environment where it has no access to the internet, including no proxy.

Importing boot images failed because when attempting to install bootloaders, archive.ubuntu.com is hardocded, so the configured offline archive mirror isn't used.
