keyboard b4 login an password remains after the same as per ubuntu installation a language and keyboard chnage

Maybe same bug as #109036 but couldn't undertand what he meant exactly.
System running: feisty 7.04 (upgraded from drapper)
I installed the French version originally. (azerty keyboard, french environment)
Then moved the computer to Spain and changed to spanish language(environment) and spanish keyboard(qwerty keyboard changed physically and plugged).
Everything went fine , environment changed to spanish but:

upon logging when ask for 'login' and 'password' the keyboard is still recognised with the french display, (I need to have remebered the location of the french letters to type the right loggin word and password: very hard as we can't see what is written... ) o/w login fails....for example to have letter 'a' i ,need to type 'q' on the keyboard and 'a' is written on the login tab.

It is a security issue ? well it's just that if you don't see the issue the login just fails and u can't login any more on ur sytem....

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Ubuntu release? Thanks in advance.
