unable to make emergency call

Bug Description

Further to reporting bug 1364482 I know see that in fact I cannot make an emergency call without unlocking the phone.

I can enter a number but the green dialer icon thing always stays greyed out.

Ah - I see how this works now...

By emergency call, we really mean only that. It appears you can only dial a "recognised" emergency number. 911 and 999 both enable the green icon.

In which case, please can we consider either:

1) pre-populating the number field with the country-specific emergency number, or

2) implementing one of the ideas on bug 1364482

... since currently, if you are abroad and don't happen to know the local emergency number (or worse our hard-coded list is incorrect) you're in trouble.

There's actually a list of emergency numbers defined for each Country. I suppose we could just use the first number in the list to pre-populate this, but I'll leave it to the app guys to determine what should be done here...

Changing Status to Invalid, as bug #1364482 tracks the suggested improvement and this bug was entered due to a misunderstanding of what an emergency call is.
