Bug Description
Right now apps seem to be displayed in their default language no matter what system language is selected.
When the system language is changed an header should be passed to requests for the web app asking to send the app content in that language if available.

Note: this is marked fixed in oxide, but hasn’t been released in utopic yet. It will be part of the 1.2.1 release, due out this week.
