Bug Description

As soon as this patch https://gerrit.mirantis.com/#/c/21439/ will be included in 5.1, we should add use_rpc = True to the metadata.conf file.

This option enable RPC for communication between metadata-agent and neutron-server.

In Oleg's patch use_rpc = True by default, so no reason to change anything in our library code
