command not found says ddate is not in util-linux when it is not in and have latest util linux

Bug Description
to reproduce enter ddate into the terminal on a utopic installation. Then you get the message
The program 'ddate' is currently not installed. You can install it by typing:
sudo apt-get install util-linux
I expected to run ddate but it is not in latest util-linux but command-
util-linux:
