Error while running tox

Bug Description

When i am running tox on lasted horion code, the tests are failing.

Since you are using run_tests.sh with the -N flag, you are responsible for ensuring that all requirements are present on your system, since it will not be using the virtual environment. The error indicates that you have not installed 'angular' on your system.
