swap ctrl key not working

Setting "Swap Ctrl and Caps lock" via setting/keyboard/options/ctrl key position/ has no effect.

I've tried to regenerate XkbInfo option for current libgnome-desktop-3.0 and planning to use libgnome-desktop-3.0 remove hardcoded item. But in the end it doesnt sorted, there is non option in the middle, etc, etc
is hardcoded done by purpose to sort the option or unsorted option is good enough for this?
if hardcoded is preferable, maybe i will just add some key that is not presented :
