[Mint Installer] Keyboard locale set up *after* encrypted disk password set.

Bug Description

Currently using: Mint 17 KDE edition.
Known since: Mint 15 KDE edition.

Problem
------------

Since at least Mint 15 (when I first started using LM) the installer has first asked for a password to set up an encrypted LVM *before* setting the locale. Since not not everyone uses a US keyboard this means that anyone who doesn't and who uses special characters in their LVM password will not be able to log in to the new install without knowing the US->Current locale mapping of those keys.

Also altering the locale setting in KDE before running the Mint Installer does not solve the problem.

I can confirm this happened to me, too, today when I was installing Mint 18.1. Cinnamon 32-bit.
However, setting the correct locale before running the installer solved the problem for me.

May I add that I do think this issue is pretty serious as it has the potential to affect a lot of people, and those people affected by it may not know the cause and could become very frustrated.

And I would think it would be very easy to fix, simply by setting the keyboard layout in the installer before setting any passwords - a simple modification of the installer.

I wonder if this affects other distributions as well. Does Ubuntu or its other derivatives use the same installer?
