Bug Description
If juju bootstrap fails, the environment is automatically destroyed.
People would like to be able to keep the failed bootstrap instance running so they can ssh in and grab log files etc.
Bootstrap needs an option to tell it not to cleanup if bootstrap fails.

Note that the flag is --keep-broken.
So "juju bootstrap --keep-broken ..."
