[dashboard] Edit environment skips name validation

test to update environment with invalid name

Steps to execute:
----------------
1. Login to murano UI
2. Click on Murano -> Environments
3. Click on more -> Edit Environment button
4. Edit Name with "@##@><?KunalEnv7#@#@"

Expected Result:
---------------
"Environment should not be renamed and error should be thrown for invalid name .

""Environment name must contain only alphanumeric or ""_-."" characters, must start with alpha"""

NOTE: There is a check when you create new environment with special characters .

    check for valid env name on update action

    On environment create we check env name to ensure it is valid,
    however env update action doesn't do this validation check, so we add
    the validation action in this commit.
