Bug Description
For Instance Poller, it can get link-local addresses (think 169.254. in IPv4 or fe80::/10 in IPv6).
We currently include those as "possible" addresses to connect to, but we really never want to expose them to anyone else. It will simplify our later filtering if we explicitly treat link-local addresses as nonexistant.
